Budget Development
The FY 2026-27 (FY27) budget planning season is here! Budget officers (also known as liaisons) may begin entering their departmental budget requests in Colleague Self-Service starting February 25, 2026. Budget Officers, Reviewers, and Approvers were designated by each SVP.
The Colleague Self Service Budget module is very simple and intuitive. To support you through this transition, you can use the Self Service User Guide with screenshots.
We completed two virtual training sessions and are holding office hours for additional questions after training.

Key Budget Deadlines for FY27
- March 13th, at 5:00 p.m.: Initial budget request input window closes - Budget Officers/Liaisons will no longer be able to edit their budget request and fee-funded budget requests should submit the detailed budget to departmental leadership via email for review.
- March 31st, at 5:00 p.m.: Budget Reviewer (VP/AVP/Dean/Executive Director) and Budget Approvers (SVP) will finalize their budget requests in Colleague and the edit window closes, and the fee-funded detailed budget spreadsheets should be finalized and emailed to budget@ju.edu.
- April 1st -13th: Financial Affairs review and preparation of budget materials
- Week of April 13th: Budget hearings scheduled
Final budget decisions will be communicated following the May 2026 Board of Trustees meeting.
Important Requirements for Student Fee-Related Budgets
Two groups (noted below) require additional information to complete the budget request process due to their complexity.
All student fee-funded budgets must provide detailed budgets in Excel using the provided template or something similar. After review and approval by the SVP, the final document must be sent to budget@ju.edu, along with submitting the totals per budget line in Self Service.
These supporting budget details should be submitted alongside your departmental budget request, following the same deadlines, to ensure adequate review during the budget process.
Programs proposing new program-specific fees must provide their college leadership with detailed budgets, outlining:
- The proposed use of those fees, and
- How they directly benefit the current students paying the fees.
Programs that previously received distributions from the comprehensive fee must also provide detailed budgets, documenting:
- How those funds are currently being used,
- Any requested changes; and,
- How the use of the fees directly benefits the current students paying the fees.
Please ensure your initial budget submissions are completed and saved (or emailed to your departmental leadership for fee-funded requests) by March 13, 2026, to allow adequate time for internal department leadership review. Financial Affairs will review finalized budget requests following the departmental deadline of March 31, 2026. Only one final spreadsheet should be sent to the Budget Team for fee-funded programs.
